could arthritis be mistaken for fibromyalgia?

No. You can get an x-ray or MRI of your back and it will show degeneration of your spine if you have arthritis. Fibromyalgia is classed as rheumatory. Now Arthritis in the back can cause muscle spasms as well but it is advisable to discuss this with your doctor.
